Research On Quality Management Of Telecommunication Network Optimization Project

In recent years, with the rapid development of China’s economy, the development speed of the telecommunication industry is accelerating, the industry competition is increasing, the customers’ requirements on network communication quality is higher and higher. The network optimization project is an important part of the telecommunication project and its work is used to the whole telecommunication project. The quality of the network optimization project determined the success of the telecommunication network. Successful network optimization project can improve the indicators of the telecommunication network, save the project costs,shorten the project schedule, meet customer’ voice and date demands, improve customers’ satisfaction, achieve the win-win situation of enterprises and users.This article first investigated Z City TD-LTE(Time Division Long Term Evolution)network optimization project and found that there are a lot of problems in three stages, the quality of project planning, quality assurance and quality control. Then, using the project quality management theory and quality analysis tools to analyze the problems encountered in the project from demand management, organizational structure, task allocation, personnel,equipment, methods and environment aspects. At last, put forward some suggestions to improve the project quality management.In the quality planning stage, problems are project quality goals are not clear,organizational structures are bloated, tasks are not clear. Three strategies are proposed to solve these problems, firstly, establish demand process for the localized customer; secondly,establish a centralized organizational structure and improve the overall efficiency of the project; thirdly, use WBS tool to carry out detailed decomposition of working set.For the quality assurance process is imperfect, we put forward three strategies: firstly,establish network optimization field work flow; secondly, establish and improve the work flow of the basic construction department; thirdly, strengthen the supervision of the work of self inspection and mutual inspection.In quality control issues stage, personnel management is not strict, internal and external communication is not smooth, procurement language is not uniform, the lack ofstandardization Operating Manual. There are five proposals to solve these problem :strengthen the old and new staff training system and performance appraisal system;strengthening institutional reports and meetings facilitate internal and external communication smooth; third-party companies to strengthen management; establish four procurement system;design and production of standard operating manual.
