Along with the development of electric power demand side management, fine service and management of electric energy is increasingly important. For better energy-saving work and energy conservation market, the construction of power service management platform and the integration of energy saving of core technology should be speed up. Based on the energy efficiency management platform of Sichuan province, this paper designed the power service management platform and the architecture and function of power demand side management for the energy conservation and emissions reduction work.The paper is on the strength of the main power service management platform system of the Sichuan power grid, and the system adopted the customary enterprise-level J2 EE standard and B/S architecture model construction, and calls the standardized interface(WSDL), standardized transport(HTTP and JMS), a standardized protocol(SOAP) to support data exchange and sharing with other systems. The research is on the basis of the five requirements such as government institutions, power grid enterprises, power users, energy saving service agencies and the public, and follow the Java EE technology system. The main application of the energy-saving service system management includes orderly electricity demand side management, government management, management services, reporting center, demand response user functionality, and all of the function can concrete meet the application requirements of the consumer characteristics.At the same time, the study achieve the system deployment and ensure the normal operation of the platform. The system satisfied the demand of terminal equipment and other applications. The system is capable of docking with marketing business application system, electricity information collection. We can achieve data sharing and interaction of internal systems and external system in the Smart Grid company through the interface. In addition, the deployment of energy efficiency data acquisition meter within the enterprise, which adopted different kinds of communication mode, finish enterprise users energy efficiency data platform access in provincial platform and provide a data sources and analysis for the platform.In short, combined with the power grid enterprises, government departments and the energy conservation service company in the electric power demand side management needs analysis, this power service management system has realized the detailed design for the system requirements, system architecture, function structure, database. In the design process, we timely choose cloud computing technology, the Internet of things technology, data mining technology to complete some key functions of the system, and achieved operation interface display which based on the MVC architecture. We finished the software quality testing, and realized the optimization of energy efficiency management.
