The power system is served by power Communication Network which plays an important role in the power grid automation, the market operation and modernization of enterprise management. Optical fiber communication has become a major means of communication of electric power system relying on a series of advantages such as large capacity of communication, high transmission quality, stable and reliable performance, resistance to electromagnetic interference and so on. The study of the reliability of electric power communication network has distinct industry characteristics because of the difference of communication service types and all kinds of business are in different requirements in terms of safety and reliability. So, it is particularly important to insure the safe operation of the power cable which is the backbone of optical fiber communication transmission medium. In recent years, the scale of optical fiber communication network expands unceasingly while the cable management is lagging behind the development of optical network, maintenance problem being prominent increasingly. So, we need use scientific and efficient means to monitor and manage optical cable in real-time, transform the passive maintenance mode into automatic mode, detecting and preventing the cable hidden trouble timely to guarantee the normal operation of the network, reduce the loss caused by cable faults.The paper studies and implements the monitoring system based on intelligent power cable distribution system mainly. Firstly, through the analysis of system requirements, determines the design goals and principles of the system, and conducts modular design of the monitoring system. Then adopts C/S and B/S the two different kinds of architecture to design monitoring system respectively.During the design of the monitoring system based on C/S, the project uses MFC programming language under the environment of Visual C++6.0. Mainly studies Winsock network programming technology based on TCP protocol which is the core to realize real-time data exchange, and develops a custom protocol to handle different types of data transmission efficiently. Meanwhile, server-side development adopts multithreading technology; In the design of B/S mode, uses plug-in Java applet which is embedded in web pages to realize remote monitoring. Then makes a study of the key technology of dynamic Web technology JSP, Web database technology, the Struts framework and increase the WebGIS design. The paper selects the Microsoft SQL Server 2005 database and designs reasonable data structure.On the basis of theoretical research, completes the detailed code design, realizes each module function and tests the related function from the perspective of programming. Meanwhile, provides the result UI of the system operation, makes a comparison and discussion of the two different modes of monitoring system. Finally, the work in the paper is summarized and prospected.
