As the core of China’s medical services and health care institutions, hospitals, especially public ones with a larger scale and better comprehensive medical treatment, bear the vast majority of the region’s medical work. With the steady development of our country’s economy, the increasing demand of the people’s health, the hospital(especially the public hospitals at or above the county level) has maintained a rapid pace of development. Many domestic hospitals are undergoing expansion of the new district and buildings, introducing a large number of advanced medical equipment and talents, in order to improve and upgrade the hospital’s hardware and software infrastructure. As an important management object of the hospital, Assets enjoy a large number of varieties, among which the assets of medical equipment account for more than 60% of the total number of hospital assets. As for the hospital, how to use advanced methods and methods to manage and maintain the assets of the hospital, especially the assets of medical equipment, making it the biggest benefit of medical services is a new challenge.Based on the country’s new reform under the background of the development of public hospitals, this paper fully analyzes the current situation and challenges in the management of assets in public hospitals at or above county level, studies existing functions of many hospitals’ asset management information system in the field, and analyzes the demand of hospital asset management overall. The process of information system is designed according to the actual asset management requirements. RFID radio frequency identification technology and related mobile sensing device is introduced in this paper, and a set of management methods based on RFID to simulate the location of the geographic location is developed to solve the disadvantages of the traditional asset management, and this method has been applied for innovative invention patents(the author of this paper is the first inventor).In this paper, we study the hospital RFID asset tag format, asset coding format, asset classification standard, analyze the technical characteristics of asset management and characteristics of RFID bands, determine the asset RFID tag using the band, design two-dimension code, asset tags RFID integration. And according to the characteristics of medical equipment, a layer of waterproof and anti alcohol label film is designed to prevent the medical process from damaging the label.This paper describes the use of JAVA tools for the development of a new generation based on B/S architecture and RFID application of the hospital assets of the whole process of management information system to achieve the main application functions, lists the financial reporting applications, storage management application function, account management application function, location management and pairing, mobile PDA inventory and inspection application, the design and development of the whole process management application function maintenance. This provides the necessary reference and technical guidance for the establishment of the system.
