In recent years, military informationization and simulationization technology developed fast. At the same time, developing training simulators project plays an important role in strengthening the army through science and technology. But until now, there is not any standard training simulators management approach for the work, and it is also lack of an effective management system. In this paper, a three-dimensional model of training simulators project management based on CMM is presented. Based on this theoretical research, the JBPM and CMM-based training simulators project management system is designed and implemented.Training simulators project management is different from the management of traditional software project which includes lifecycle-based needs analysis, designing, coding and testing. It extends to the whole development cycle. Training simulators project management emphasis the management of higher-level departments over the company of development. The main concern is the completion of the project progress, the use of funds and the quality situation.In this paper, firstly, the development of workflow technology is summarized. The basic principle of workflow is introduced. Several common workflow engines are discussed, include Shark, OWWorkflow, Fireflow and JBPM. The advantages and disadvantages are compared. The CMM theory and techniques is studied. The analyses mainly focused on the key process area and key practice of CMM L2.Secondly, a CMM-based training simulators three-dimensional model of project management is proposed. Combining with the model process dimension, a CMM-based whole lifecycle training simulators project development process is proposed, and the main tasks of project formulation, product development, product testing and other management phases are analyzed. Combining with the management dimension, we mainly study the requirements tracking management, changing management, tracking and monitoring management, assessment management and inspection management. Combining with the role dimension, the functions of management roles are analyzed.Finally, the framework, software architecture, main function modules, databases, and the workflow of the training simulators project management system are designed and described. Taking the project evaluation module for example, the workflow technology is studied. The system can further standardize the development of training simulators and the project management processes. The method improves the efficiency of work, shortens the project development cycle and reduces management costs.
