Research On Problems And Countermeasures Of Electronic Record Management In Shandong Province

The popularization of computer and the rapid development of information technology gave birth to a new way of recording of information-electronic records. With the accelerating process of information technology, electronic records is a large number of its large variety, and gradually replace the paper documents as the basic tool for the record of national governance and social operation. And electronic document management has become the basic work of national management in the new period. Shandong Province is a large and powerful province both economically and culturally, the vigorous development of various undertakings produced a large number of historical records, a great part of which in the form of electronic records. How to preserve these historical records in the form of electronic records completely and accurately, so that the memory in contemporary society to be retained and the political, economic and cultural undertakings to be well serviced, is a major issue which we must attach great importance to. In recent years, the electronic records management of Shandong has made great progress. However, due to many reasons, the current situation of electronic document management of the province is quite severe---a large number of electronic records have not been effectively managed in the forms of loss of deposit, out of control, out of use and compromise. All these problems need to be solved urgently.This paper points out the problems, analyzes causes and puts forward countermeasures to the electronic records management of Shandong Province based on practice and investigation. I hope this thesis can contribute a bit to the improvement of electronic records management of Shandong Province. The full text of the writing framework is divided into three parts in addition to the introduction.The first part describes the current situation of electronic document management in Shandong Province, mainly from three aspects:the change of management mechanism, the development of practice and the achievement. The first aspect introduce the change of management mechanism from the Department of archives undertaking management functions to the establishment of The Joint System of Electronic Record Management in Shandong Province, duo to which the management of the electronic record will be up to the national level; the second aspect introduce the different focus on the electronic record management of every Five-year-plan since the year of 2000 respectively. The third aspect introduces the achievement of the comprehensive archives, especially in the improvement of infrastructure and archival service utilization system.The second part points out the current problems of the electronic record management of Shandong Province on the basis of interviews and questionnaire survey of relevant departments and units. Her are the problems:first, the development is extremely unbalanced in region and the industry; secondly, a large number of electronic records are lost; thirdly, the security risks are quite high; fourthly, the credence value function is difficult to full play; fifthly, the service capability of electronic records is quite insufficient. And the paper also points out that the causes of the problem are lack of a strong leadership, lack of unified planning, lack of social awareness, lack of standards and lack of talent and the research support.The third part puts forward some feasible countermeasures on how to solve practical problems:first, to strengthen the unified leadership and planning of electronic records management by means of optimizing management mechanism and strengthening policy support; secondly, to renew the concept of the public through the wide dissemination, in order to increase the acceptance and eliminate the concerns about the safety of electronic records; thirdly, to improve the standard system of electronic records to promote the development of the electronic records; fourthly, to enhance the level of standardization and sharing of the management of electronic records in a typical project as a starting point; fifthly, strengthen the talent training and basic research to provide intellectual support for the development of electronic records management.
