Information security has become one of the focus of attention in today's society.Computer information technology and the popularity of internet technology,not only has provide the convenience of people's lives,but also has brought great security risks to our information.The use of information technology in the archives sector has facilitated the development of archives,and has achieved good results in terms of collection,collation,custody or promotion.However,the prevention and application of information technology in archival work also embeds security risks for archival information:electronic records from production to final archive storage are dependent on specific software systems and hardware devices,different forms of information have to deal with a variety of storage formats,and have a spacial carrier to store information.Hardware and software have a new generation faster and fast,storage carrier than the paper carrier is more vulnerable and harder to save.As the archives sector has not have a high professionalism in the specialized information technology,so it is difficult to resist professional network attacks,the file information resources that existence in the Internet is easy to damage.Natural disasters are also a major factor affecting the security of information,China's vast territory,it happened all kinds of natural disasters.so it is a threat to the safety of information resources.Off-site backup has become the most effective way of protecting electronic record information security,gradually attract the archives department's attention,the 2008 Wenchuan earthquake has brought great losses to the local archives sector,the province's 51 archives damaged,85,000 volumes records was buried in the ruins.This heavy loss makes the backup work develop gradually in different places,in the next year,the number of off-site backup of theoretical research results gradually increased.The State Archives has also introduced a number of policies and norms to promote the development of electronic records in different place to carry out the work.This paper discusses the necessity,feasibility and implementation principle of electronic records rermote backup.Combining with the actual problems in the process of electronic file remote backup work,this paper puts forward the corresponding counter measures:From the government level,make corresponding lccal laws and regulations,norms and standards mainly based on the actual situation of the local development;on the local archives and outsourcing agencies to monitor the implementation of the work and supervision of the work;to provide funds,policies for archives institutions,etc.F rom the archives,the specific measures are as follows:develop specific implementation plans based on the country's macro-planning;implement actively of cross-border,cross-regional and management cooperation;establish effective feedback mechanism,the work of the problems encountered.As well as the results obtained in a timely manner pass to the higher authorities or cooperative agencies for timly and effectively feedback,to ensure that electronic records off-site backup work smoothly.
