From 1636 to 1912, the Qing Dynasty experienced lasted 276 years. Since the Qing Dynasty was established by Manchu which is a minority, they have nature contradiction with the Han nationality, so suppression is necessary. But on the other hand, in order to stabilize the ruling, the Qing rulers need to vigorously carry forward the Confucian culture. Therefore, the Qing government’s cultural and educational policy, summed up can be said to’win’and’repression’,’development’and ’forbidden destroyed’in parallel.Autocratic monarchy in the Qing Dynasty has developed to the extreme. The country was on the peak of ancient Chinese feudal society, but also the beginning of the decline. In this historical context, the Qing Dynasty culture presents a contradictory picture, prosperous and decadent, expansion and contraction. The development of library culture in Qing Dynasty also closely related to social, political and cultural development of the economy. Evolvement of library ideals was also influenced by different historical stages of political and economic conditions.This article will take time as clue, analysis how the Qing rulers’ contradictory mentality and educational policy influenced the.style of study and library ideals in the political and cultural environment in the Qing Dynasty. The article is divided into three parts to analysis library ideals, first is the influence of ’statecraft’ in the early Qing dynasties.Second is the influence of Pu Learning represented by Qiajia School in the mid Qing Dynasty. The last is how the eastward dissemination of western Learning changes library anda cademic culture in the late Qing Dynasty. This paper aims to discuss the rule and education policy of the Qing Dynasty, and describe the look of academic and culture by story of library.
