Similar to the "foggy city" in British history, China haze problems have been highlighted in recent years, which attract much attention from the media and the academia. Are there any differences between British and Chinese media haze reporting in the content and skills? How do these differences form? How to learn from it and decompose it reasonably? The paper attempts to explore those problems through the comparison of the People’s Daily and The Times.The two main stream newspapers reveal the importance of fog issue through a large number of reports and multiple pages. On the subject distribution and emotional tendency, the People’s Daily focus on fog "cause" analysis and more positive coverage,but The Times focus on haze "impact" analysis and more negative reports. The Times reported many smog problems with international vision; While the People’s Daily focused on the local, for their own service.Both the two mainstream newspapers give priority to the "official information", but The Times value diversified sources; For the prospect of China’s haze, the People’s Daily give the opinion that measures are effective and the outlook is positive, while The Times constructed an opposing negative picture. On the arrangement of the material, there is more "one side " in the People’s Daily and much more rational "bothsides" in The Times; As a result, the People’s Daily and The Times formed narrative characteristics of "macro abstract" and "micro concrete",respectively.The main factors influencing the two mainstream newspapers differentiation mainly include: communist newspapers and liberal newspapers under the theory of media system; "The party tube media" and "sink" of management thinking; "Collectivism" and "individualism" cultural context. They influenced a variety of ways in social control and internal control which were acceptable for the media organization.The comparison showed that the People’s Daily fog reports exist some deviations, such as the dependence on a single official source, haze "demonizing" by the Internet, and foreign dissemination mechanism lag,etc. To eliminate the deviation, the following measures are necessary:enhancing benign interaction between "science paradigm" and "democratic paradigm"; realizing the balanced report of impact analysis and reason analysis; Establishing equal dialogue and multi-level interactive haze report mechanism.
