With the sustainable development of social economy and the improvement of people’s living standards in China, people’s environmental protection awareness is also growing fast in recent years, the quality of urban environment has gradually become the focus of public attention as well as the focus on research areas of environmental protection departments and environmental practitioners. Environmental supervision system has always been an important measure to ensure the quality of the urban environment, in the past, the main methods of environmental supervision are the enforcement actions of the environmental protection department and the report about environmental issues through the phone or the web, these systems have the shortage of poor real-time performance, the slow response speed, lack of position information, etc.Aiming at the defects of the traditional environmental supervision system, a novel environmental public opinions management system based on Android platform is proposed in this paper. By using this system, users may report the surrounding environmental events in time, and the environmental protection agency can deal with the environmental events. A positive interaction not only between the environmental protection department and the users but also among the users can be conducted in the system, which achieves environmental supervision to be intelligent, socialized and popularized. Based on the existing research, the public opinion supervision system based on the Android platform is studied, which includes the following aspects:Firstly, an environmental public opinions monitoring system based on Android platform is designed according to the demand analysis and overall design of the system, which is divided into two parts: the client system and the server system. The client system is mobile application software(APP) based on the Android, through which users can display, capture, and upload environmental events. The server system is a background processing system which is deployed in an environmental protection agency, for screening, viewing, processing environmental events.Secondly, Android platform technology is employed to develop the client system, while the MVC(Model、View、Controller) development technology is employed to build the server system based on SSH(Struts 、 Spring 、 Hibernate), and data communication interfaces are defined to ensure the data communication between the client and the server.Lastly, a model to evaluate the heat degree and the alarm value of the environment events base on the analytic hierarchy process(AHP) is presented. Using this model, the heat value and the alarm value of the environment events and regional environmental hot spots can be evaluate on the server system, and they will be pushed to the client system.In order to verify the system, the testing cases are designed, and the test environment is set up to test the system function and performance. The test result shows that the system is simple and reliable, which can meet the requirements of the urban environmental management and has obviously advantages compared to the traditional environmental monitoring systems.
