Water conservancy engineering is an important infrastructure of national economy and social development. In Quanzhou city, water conservancy engineering has the property of various category, big amount, wide distribution, miraculous amount of data, report is multifarious, inconvenience for management and query, datum is easy to lose, and is not conducive to understanding of the situation. In recent years, information construction of water conservancy engineering has been developed a lot with the extensive attention on the water conservancy engineering. Currently there is no a city-widely water conservancy engineering data management platform for whole city, which causes to inconvenience for water conservancy engineering management. Therefor it is imperative to build a city water conservancy engineering management platform to unify the management for related reports, basic information, construction situation of water conservancy engineering construction and other related information.The subject integrated application of cloud computing, SaaS,.NET,GIS and JavaScrip such as technology, combined with a hydraulic engineering supervision business, through the construction of engineering data center based on cloud storage, comprehensive platform based on cloud architecture engineering supervision, and a series of engineering supervision business tools, formed a set of surrounding water conservancy engineering data management, construction project management, daily management system of engineering supervision business. In this paper we study the water conservancy engineering management for Quanzhou city, construct the system by the SaaS model.System is mainly divided into six parts: first, the construction of water conservancy engineering data center. Module covers various types engineering datum(the datum for reservoir, seawalls, sluices, irrigation), including the integrated module of engineering, basic data, safety inspection, construction and maintenance, multimedia data, etc. Second, Management module for construction. Project participants(departments, design, construction, supervision, etc.) perform the management through the module, to form a complete set of technical information after completion of construction. Third, build a module for various special subjects based on different job and department to realize the coordination between city, county and township and online office. Fourth, unify the real-time information platform with integration of the information such as real-time video, water and rainfall regime, typhoon, real-time water, rain, typhoon and other information. Fifth, build an individual work module, which provides users a private and security space to manage user personal information for both photo and document, and to share the information. Sixth, build a movable terminal(mobile phone, tablet, etc.) to take pictures and to identify location.By the systematical tests, it has been verified that the interface is simple and clear which make it easy to use, system functions stably in compliance with the requirement of the function of the software running, which can provide the basic support for flood and water conservancy control and can provide information services for the safety and efficiency of engineering running. In addition, quanzhou Water conservancy project supervision platform makes a great stride in improving the work efficiency and work quality of Quanzhou’s water conservancy work.
