With the increasing of the mobile network scale, the network quality that users requirements, and changes in urban construction caused by radio wave propagation conditions, it’s necessary for us to observe and monitor the mobile networks to exclude various failures in the network, optimize network resource allocation continuously, improve network performance and community quality of service so that the network is always in the best run state. The design uses VC++ development software to design a mobile communication network optimization and monitoring platform. On the one hand it can be used as a visual monitoring platform of the mobile network communication. On the other hand it can be used as an assist simulation tool of the wireless network optimization.In this thesis, firstly illustrates the design task and scheme of the mobile communication network optimization and monitoring platform in the in-depth studying of the mobile communication network. The system includes two parts.One is the electronic map of the mobile communication network coverage display system.The other is the wireless network optimization section based on quality of service of mobile communication systems.The main tasks of the electronic map of the mobile communication network coverage display system includes:the design of database, the display of electronic map, the position of the base station display and base station coverage display based on radio propagation model and link budget. The main tasks of the wireless network optimization section based on quality of service of mobile communication system includes:obtaining the data, statistics of monitoring platform performance parameters,the classification of the network fault analysis and processing based on performance parameters and the development and simulation test of the optimization programs. Based on system design requirements, this paper uses VC++6.0 software development tools to implement the mobile communication network optimization and monitoring platform design. This paper uses VC++ and assembly Mapx combined technology to complete electronic map display function, uses VC++ ADO database access technology to complete the storage, querying and updating of data, uses base station performance parameters information on monitoring platform combined with electronic map display to complete network fault analysis and processing and the development of network optimization solutions. Finally, simulating and testing the network optimization solutions according to VC++ interactive interface.The results show that:this system having good interactive features realizes the functions that displaying and updating of the base station position based on electronic map, receiving,analyzing and counting of the base performance parameters,storing, querying and updating of data, understanding the operation of each base station intuitively and providing warnings when regional and repetitive failures appear, developing appropriate network optimization program according to different network failures and simulating and testing it.
