All the time, video surveillance is one of the most powerful means to effectively combat crime and public security case. After the development of several generations of video surveillance technology, wired network model of video surveillance system has been developed relatively mature, however, by geographical location and monitor goals. Inherent monitoring point is unable to achieve comprehensive coverage. At present, with the development of mobile communication technology, mobile network performance has been greatly improved, which makes the wireless network monitoring model becoming possible. But on the other hand, due to high rate of unstable mobile communication technology, the bandwidth of transmission error has a great effect on the quality of the video transmission. Therefore, in the situation that mobile communication network couldn’t change the status, it’s needed to adapt to the mobile network through the characteristics and optimization of video transmission technology, to realize the wireless video monitoring system effectively.This paper takes the Yixing Public Security Bureau of Jiangsu Public Security Bureau as the main body, analyzing and researching the specific requirements and application scenarios of the project, putting forward the overall design scheme. According to the system composition, it also designs vehicle image acquisition, encoding, transmission terminal system, server system user management, video management, video playback and control client system. In order to solve the problem of video distortion and time delay in practical application, this paper focuses on the optimization scheme of video encoding distortion and the control method of video encoding speed. Through experiments, the feasibility of the optimized scheme is proved, and the image quality is improved by the actual test.As an application system, this paper is completed in the cross among research, design and testing, in order to achieve the actual requirements of the public security system, after repeated testing and in-depth study, the video based on a new generation of mobile communication technology, real-time transmission and remote viewing has come true, and ultimately met the actual use requirements.
