Shandong Hi-speed Company Limited (the Company) is one of the most important expressway operation and management unit of Shandong province. The expressway property under operation and management of which the Company take in charge includes Qingdao-Yinchuan expressway, Beijing-Shanghai expressway(Ji’nan to Laiwu section), Beijing-Taiwan expressway, Weifang-Laiyang expressway, Weihai-Rushan expressway, Heze-Guanzhuang expressway and so on. In recent years, owing to the benefit from the rapid economic development of the province and the growing number of public travel needs, the pressure of traffic smooth and safety of expressway operation and management increases year by year.Since the existing expressway monitoring system was built a long time ago, it leads that the owner and the time of the setting and purchase of variable message sign and owner is different, and the variable message sign is controlled by different systems. Systems are not compatible with each other, and are deployed in each management office and branch offices separately which brings about inconvenience to control and management. In order to provide better service, bolster the image of the Company, improve the management standard, it is necessary to unify the management of the variable information sign, so as to publish content and monitor video quickly and accurately.Shandong Hi-speed Variable Message Sign Control System is redesigned and redeveloped based on the original traffic guidance system and monitoring system software, so that it can meet requirement that the Shandong Hi-speed Group unified controls the variable information signs under the jurisdiction, all the VMS of each section will be integrated into a set of software, in order to facilitate unified control and management. of all the VMS under the jurisdiction of the Company.Based on strictly compliant with the specification of Shandong High-speed variable message signs; and after analyzing the actual needs and business processes of the variable information sign control, combined with the idea of software engineering, utilizing the object-oriented UML to build model, this paper designs and implements the system which unified controls and manages the variable information signs, and is of multi-level control system.In this paper, the background of the system and the problems to be faced, through the field survey, the interface prototype and the system’s needs analysis, from which to obtain the functional and non functional requirements. According to the requirement analysis, the architecture design of the Shandong Hi-speed variable information sign control system is completed. Structure design according to the principle and the target is divided into technical and functional architecture. The technical architecture is divided into the overall hierarchical structure of the system, the physical structure of the system, the logical structure of the system, and according to these three aspects of the technical structure of the detailed elaboration. In the functional architecture design, according to the system of different business functions are divided into control software, control services, communication services, emergency software four aspects. Based on the outline design of the framework, a detailed design is carried out. First, we construct the system of the use case diagram, package diagram and class diagram, and then the static structure, and then through the establishment of the time series and the state diagram of the dynamic structure diagram, detailed design related business. According to the detailed design, the database is designed by ER. And combined with the background service, detailed design of the packet structure. Once again, to realize the development process of the system, describes the system implementation process of a few key points, and demonstrate the system’s key interface. Finally, the paper summarizes the system design and system implementation, and puts forward the prospect of the Shandong high speed variable information sign control system and the improvement suggestions.
