With the development of military transformation and information technology, the traditional pyramid Command and Control System will surely be changed to flat and net-centric Command and Control architecture. The construction research of Command and Control Capability Packages based on SOA has been brought forward, which have advantages of loose coupling, duplication and integration, and they can be dynamically composed to form new Command and Control System according to operational mission. The operational requirements under Net-Centric Warfare are satisfied. The research on construction method of Command and Control Capability Package is extremely important to the development of new Command and Control System. Command and Control Capability Package is constructed on the base of military services. Through the research on service formalized description, service matching and service composition method, the dissertation anylizes wholely construction process of Command and Control Capability Package. The main contributions of this dissertation include:(1) The basic concept, architecture and construction process of Command and Control Capability Package are put forward.The research background, basic concept, architecture anc hierarchy model are introduced. The construction process is studied by the organization structure characteristics.(2) The formorlized description and mathing algorithm of Command and Control Capability Package service are studied.The two description methods of information description framework and object Petri-Net, modeling advantages and their mutural relation are introduced. The formalized description model under information description framework is presented. Firstly service sort algorithm confirms the service set which satisfies users'requirements, and secondly optimized algorithm puts forward synthetized row according to defined concept of efficiency.(3) The service composition method of Command and Control Capability Package based on object Petri-Net is studied.The mapping relation from service to object Petri-Net is presented, based on which the eight member description is put forward. The five basic service composition models of sequence, alternative, synchronization, arbitrary sequence, iteration are determined. The mathematical character is studied. Finally service composition property based on object Petri-Net is analysed by making use of mature Petri-Net method.(4) A prototype of Command and Control Capability Package construction is designed and constructed.A prototype of Command and Control Capability Package construction is designed and constructed based on the construction methods which are studied in this dissertation. The prototype architecture and the implementation and interfaces of every function module are presented. The use of this prototype proves that the construction methods of Command and Control Capability Package studied in this dissertation are correct and practical.Finally, to validate and perfect the research production, Operation Plan capability package of aerial defence C4ISR system is taken as an example to illustrate the construction method, which checks the correctness and efficiency of mathing algorithm and compositon method this dissertation have proposed.
