With the society moving forward, WLAN technology has a significant development. Its superior convenience prompts people could access network to obtain information at anytime and anywhere. At the same time, the popularity of WLAN technology has also brought some problems. For example, it’s hard to guarantee security and reliability of wireless networks deployed by hotspot area, and restricted to provide information on selecting the network. User just relied on one’s experience to judge the security of wireless networks. Therefore, inexperienced users will fall in trouble with network selection. So, confronted with the growing number of WLAN network. It is imminent to find a method which can guide the user’s terminal device to connect with a secure and reliable WLAN networks automatically. To solve these problems, WIFI Alliance has designed hotspot2.0 standards by referencing 802.11u protocols. The technology is designed to guide devices to discover and access the network without intervention. In addition, which also provide a seamless flow switching without additional registration and verification between the Wi-Fi and 3G network. This studies for development and designing of hotspot2.0 policy configuration management capabilities, which are built on the internship’s AC system, and concentrated on the expanding of the air interface capacity for tasks of hotspot2.0 technology. It’s begins with introducing technical theory and design methods involved in the project, which has carried out a detailed requirements analysis and schemed out specific requirements, including the overall framework design, relationship modules and system flow diagram. Most of all, The key analysis on the components of hotspot2.0 policy configuration management capabilities which combined with AC system characteristics, has deduced that the operation and data structure, the configuration function of hotspot2.0 policy and the delivery function of hotspot2.0 policy.
