Nowadays, problems in office management system like communication difficulty, low efficiency and irregular operation have increased much additional burden on many enterprises and public institutions. Wasting more manpower, more money and more physical resources, those problems are at disadvantage to today’s daily office works. Taking the taxation bureau which the author works in for example, its own OA system is too out of time. Many functions newly required are not included in the system. At the same time, the single-unit operation mode of the system makes the sharing of information between office workers become so difficult. Therefore, the research and development of an office automation system for improving the daily efficiency, work quality and competition of the enterprises and institutions have become very significant.This paper firstly introduces the common problems existing in the office management system in the present enterprises and institutions, then combining concrete examples of the situation of the taxation bureau the author works in, designed an office automation system based on B/S architecture according to software engineering. During the development, firstly we carried on requirement analysis on the office automation system, including functional requirement analysis, non-functional requirement analysis, feasibility analysis and the analysis of the limitation of the design and realization of the hardware, software and other external interfaces. Through the analysis, we had a deeper understanding on many aspects of the OAS, especially on function requirements. Based on the analysis, we carried out the system design, including overall system design, system function design, module design, security design and database design. Then, we carried out the details of the new system based on BS architecture and the implementation technique of each aspect. Finally, we carried out a system test on each functional module and performance of the system.The rich functions of the system can satisfy the requirements of the daily works of the taxation bureau the author works in. Also, the simplicity of using makes it friendly for the common staff to use. Each functional module of the system was in good operation condition in the overall test. The response time is short when there is a request operation. The good performance of the system is fit for use in the taxation bureau the author works in.
