Along with the improvement of living standard, customers request higher service levelsfrom the Service Industry. Shenyang Unicom is also constantly promoting the CustomerSatisfaction to meet the customer demand better. In order to provide better customerexperience, Shenyang Unicom decides to integrate all departments’ business processes intoa system. Therefore, the working environment for each department cannot meet the needs ofthe integrated system and we need a comprehensive, integrated solution to work as a Team. Toset up the integrated system, we encountered many unprecedented challenges: a largenumber of documents and information need to be shared among all the related departments;systematic cooperation is needed among the various departments; the office procedure need tobe conducted in procedural and automatic manner; etc. Web-based office automation systemcan solve the problems caused by poor info-exchange and insufficient communications amongthe service staff. Based on the computing technology, the office automation system utilized alarge number of advanced digital equipments and comprehensive communication networktechnology. Using the system, the end users can add, search, amend, cancel data and also canshare the data and make internal communication in a more efficient way to fulfill highquality cooperation in low cost, comparing with the low-quality,complicated in high costway in the past. Moreover, this system will also be a fundament for detail-oriented andautomatic management. In conclusion, the system will eventually improve the administrativeefficiency.The OA system design and implementation in Shenyang Unicomare is to solve the setsof problems encountered by the staff during the Information era. It could release the stafffrom the traditional tedious, disorderly, low-order, low-value, non-cooperation working way;refined workflow to improve work efficiency, improve knowledge and information sharingand make it easy to control; also could enhance the company’s collaborative work amongvarious departments; promote the process and automation; reduce cost and to be a goodsupport to management and decision-making. Office automation products for the enterprisesare to achieve an integrated office environment, so that all staff work together by the benefits of the network and knowledge management.Shenyang Unicom OA system adopt the browser and server based Web technology andpractice software engineering methodology in the system design and implementation (ItemDefinition, Feasibility Research, Demand Analysis, General Design, Details Design, Coding,and Testing).In the Demand Analysis stage, we investigated out the whole functional requestsand completed the splitting of each individual module;followed by General Design andDetails Design based on the Demand Analysis;and did systematically modularization anddatabase designing. The Coding and Testing stage is conducted strictly following the GeneralDesign and Details Design.Through the application of the OA system, we can solve the two major problems amongthe different departments in the company. One is the information sharing and Controllability.The other is communicating fluency and resource distribution. Thereby, the system reducesthe workload of staff, improves working efficiency and the synergy among all thedepartments, cuts down office costs, and encourages employees to serve our customersbetter to achieve higher customer satisfaction rate.Along with the development of society, especially the development of informationtechnology, we have entered the Internet age, information management is much moreinvolved in company operation than ever befoe. However, under traditional mode, staff areoften bound up in complicated and repetitive basic work which waste a lot of time andefforts, limited the imagination and innovation of talent. As manual mode cannot meet theincreasing needs of the new situation, staff need to use advanced tools to improveproductivity. Traditional management caused the unsteady working environment and withrelatively high management and operation costs. We cannot give good customer experienceand staff experience either. In daily management, managerial team cannot respond timely andeffectively for various tasks in proper priority,which puts big decision-making pressure to themanagerial team. Therefore, the company needed a standardized, streamlined, automatedoffice systems to support managers to make the right decisions quickly, So that all staff couldwork in an orderly, excellent environment and the company could operate with lower costsand higher efficiency.
