The sanatorium for retired cadredes are responsible for the army retired cadres’ service and education management work. Due to the sanatorium for retired cadredes of the colledges, whose service objects are from disperse sources, the service work is more complicated and the management is more difficult. Nowadays, the means of management is relatively backward, especially the related information for personnel, medical and vehicle service, whichi is bacically obtained by hand. This phenomenon results in low efficiency, which can not adapt to the needs of the information technical development. This thesis, basing on the needs of the retired cadres, constructs the information management system which is dominated by the service and support for the military college retired cadres, in order to accelerate the pace of informatization construction of the sanatorium for retired cadredes and improve the service level.This thesis design the overall and database for the system, through the understanding and analysis of security service for retired cadres. The main target is constructing the information management system which meets the service needs, and improving the service level. This thesis analyses the military retired cadres service management status through a thorough investigation and study, then arranges the military retired cadres service business to conduct a comprehensive sort. It aims at the existing problems, combines with the domestic and foreign research on personnel and medical service security, emphases on the analysis of the business needs of users, divides the system operation of the user to seven kinds, modeles the requirement of the system, and designs personnel cases. At the same time, it constructs the " service main body " and the "service object" system data modeling, and also the non functional requirements are analyzed. On the basis of the needs analysis, eight overall function module design of the system, according to the existing college campus network, the more classic, mature C/S network structure is adopted. It uses the MVC framework, to construct a three-layer system architecture, which incldes presentation layer, business logic layer and data storage layer as a whole. It analyses system data in detail, mainly from concept design, system data logical structure design and physical structure design, finally the detailed design of the system, which adopts VC++.NET, ADO.NET technology, uses VS2010 as the platform, takes the SQL Server 2008 as the database system, basically realized the main functional module:human-machine system interface, the retired cadres’ basic information, political learning, logistics, medical insurance, vehicle security, information announcement, query statistics, system settings and so on. The author also testes the main functions and the non-function of the system, at the same time, compares and analyzes between the testing results of the system and the system designing requirements. Then corrects the problems existing in the test.Through these measures, further optimization of the system, and the designing function of the information management system can be achieved.Through the test run within the sanatorium for retired cadredes, the system data could storage, query, modify and so on. The system is relatively stable, and mainly focusd on the the sanatorium for military universities’ retired cadredes. It can basically meet the daily service needs for the sanatorium for military colleges’ retired cadredes. The user interface is more friendly, compatible and secure. Using of this system improves the management level of the the sanatorium for military universities’ retired cadredes in a certain extent.
