From the community management information system of retired cadres is an important part of the community information system, has become a hot spot of current research and the construction of community information system. In this paper, the requirement analysis, system design and detailed design of the system based on the further implementation of the system, demonstration, finally carried on the test to the system. In the aspect of system analysis, elaborated method and theory of system requirements development, requirements management and business modeling, analyzes the system structure, functional requirements, data process, data processing and system interface problems;in the system design, the main design concept and method of the system are described, focuses on the system use case model, conceptual data model, object relational model, physical data model, class analysis, infrastructure and other aspects of design;in the aspect of system realization, using the above ideas and methods in the implementation of.Including the main problems facing the process of community informatization construction system:first, the conflict must be resolved well implement relevant policies and the actual execution ability. Although the national and provincial government has issued a number of relevant documents give a lot of policy support but local finance because of the construction process of funds nervous system must consider the limited funds contradictions; second, must solve practical economic capacity and system development of the rigid demand contradiction. System development although funding constraints but also to the rigid demand on both the system safety requirements, system requirements, system concurrency function demand, therefore must simultaneously satisfy two of economic conditions and the actual demand must be at the technical level; three, must solve the immediate needs and long-term needs of the contradictions. The information system can only meet the demand of the last five years, so it must be in the process of system design in full consideration of the future system upgrade requirements; fourth, must solve the system flow and higher operating skills and contradiction of the current user technology system with finite capacity. Information system requires the operator to have a certain network knowledge and ability but, practical system management computer knowledge is limited, the users of the system for the vast majority of the elderly over the age of sixty to contact new things ability is weak, difficult to use the new information system.Starting from the actual system development process, this paper expatiates on on the demand analysis, database design. The demand analysis mainly analysis, system functional analysis, system security requirement analysis, system performance requirements of the business needs analysis. Database design is the key part of this paper, mainly divided into the database logical structure design, database design, database integrity and security design, database query and statistics and sequential design. In the similar literature summary process, the paper found that most of the existing literature database design is to design the logical structure design, the table and the lack of discussion of security, database integrity is rare, but lack of the database sequence diagram design, more advanced view design, sequence design. This paper also absorbed the predecessor outstanding thought, strengthening design, database integrity and increases the safety of the database view design, added to database sequences and synonym design.
