Water Service Companies are also aware of the importance of geographical information:it can easily locate the facility on the map and other relevant functions, it is also more convenient to make more accurate decision. In this case, a business charge system based on geographic information system is one of the necessary ways to improve business efficiency.This Thesis starts from the research background, expounds the development background of the water Service Company business charge system, as well as a serious of advantages and benefits of the business charge system which is based on geographical information system. Combined with the current situation and trend of domestic and foreign Water Service Company charge method, the article illustrates the development space of a system based on a C/S architecture. Throughout the module analysis of UML modeling system, the article explains the data unit that is to be processed by the system based on WPF, WCF and ArcGIS technologies, it also summarizes the interactive data, and determines the system function modules. Afterwards, the needs analysis, overall design, detailed design and database design are introduced. In the end, the article has an analysis on the system existing problems and future expansion for improvement.The system implements all the basic charge businesses of a water Service Company: basic information management, meter reading management, payment management, information query, report center, system maintenance and geographic information query. The system can provide effective help for standardization and systematization of GuiYang BeiKong Water Service Company charge.
