According to the national procurement and the ministry of education requirements,universities as a non-profit institutions, what happened in the equipment or asset purchase should be incorporated into the government procurement. At present, the municipal government at all levels in the basic realization of office automation and information sharing;various institutions of the paperless office also get development, the government management through the Internet for agency department information to make relevant decisions become normal.University normalization construction has developed rapidly in recent years, the management level of managers and staff information consciousness has been improving and enhance. In the college assets in government procurement, should actively adopt electronic information management mode, to efficient complete procurement process, and realize the procurement process and results of open and fair and transparent.The purchasing management system design can solve the previous procurement progress can’t track, information opaque, etc. The system fully comply with government procurement process, from purchasing application, purchase examination and approval, government procurement, product acceptance, after-sales service and so on all purchasing process, in purchasing management system to realize the tracking, timely release information, and can meet the needs of the purchasing management, but also facilitate teachers understand purchasing process, but also convenient school leadership to purchase items and procurement budget, capital use information to do a comprehensive grasp.System design is in the investigation and analysis of the government procurement features and functional requirements, the combination of workflow technology and the information network system, using UML and RUP technology on the purchasing management system requirements to make detailed description, further standardize the university purchasing process.System function is divided into five main management modules: user authority management module, for most applications for system for users set specific function permission to use the system is necessary, in addition, from the system in terms of safety, also need according to the user’s identity is different, the system user division for many types of users, and assigned to the different functional authority. The system administrator in the core management status, and can according to demand agile add or delete users and their authority.the workflow module, this department module includes the system’s core business processes,including purchasing application and approval, purchase order review, etc. the inquiry statistics module, the modules are established to facilitate the ordinary users to the purchasing management of tracking and understanding, increase the purchasing management transparency, such as through the module to know the progress of procurement and specific purchasing information. In addition, the module and the convenience of school leaders understand capital utilization, the procurement process real-time effective supervision on. The user service module, here all kinds of user can query procurement contract details, supplier information, purchase goods after-sales service and contact way, etc. integration module, the main function is to the system and campus existing digital platform integration.According to the system to provide the complete function test, the results showed that the normal operation of the system functions, to realize the user’s demand, the desired effect.
