Research On The Public Participation In Environmental Supervision In The Era Of We Media

In the 1990s,with the rapid updating of internet information technology,the internet is rapidly getting popular in China.Then,the continuous development of promotion of information technology,digitization and communications technology has brought the full penetration and application of Web2.0 technology in the field of communications.With the change of top-down approach to communication of the traditional media,the We Media go into the life of the public gradually. Compared with traditional media,open,low threshold and other technical advantages of the We Media make it can provide a new way for the public to participate in public affairs and build a new channel of "Government-Citizen" interactive communication for the public to participate in social management.Meanwhile,it has expanded the political participation in the process of the expression of interests,government supervision and interaction space between the country and social public.In addition,the international community and governments are generally recognized the importance of implementation of environmental democracy in order to do well in the protection of environmental resources.In February 2015,"Jing Chai haze survey:under the dome" was launched in the People’s network and the major video sites.After that,it has leaded to "Refresh" effect in micro-blog and WeChat media.This phenomenon reflected that the We Media has provided a platform for public participation in environmental supervision and played a very important role in this process.Therefore,the research on public participation in environmental supervision in the era of We Media can make more people participate in the process of environmental supervision,promote the awakening of citizen’s right consciousness and the progress of democratic politics and inprove the government management ability and the National core competitive.In this paper, the theory of communication is applied to the study of administrative management. It used the method of literature research, case analysis and comparative study to analyze the characteristics of public participation in the We Media Era.By taking "Jing Chai haze survey:under the dome" an an example,it has proposed the problems and development strategy of the public participation in environmental supervision in the We Media. The main contents are summarized as follows:In the first chapter, it described the background and significance,the research review from domestic and foreign, research methods and innovative points and shortcomings.In the second chapter, from discrimination of the basic concepts, the paper explained the We Media,public participation,the public participation of the We Media and environmental supervision.It also introduced the theoretical basis,including the theory of citizen participation, governance and good governance theory, government regulation theory and communication theory.In the third chapter, based on the background of the We Media,it gave a clear explanation of the characteristics of the public participation in the era of We Media, including technical basis, system security and social culture environment, and then summed up the advantages and disadvantages of China’s public participation.In the fourth chapter, by taking the "Jing Chai haze survey:under the dome" as an example,from three perspective of participation in the breadth,validity and limitation of public participation in environmental supervision in the era of We Media.In the fifth chapter, from the three angles of technical level, the government level, the citizen level,it listed the practical difficulties of the public participation in environmental supervisionin the era of We Media.The technical level includes the disorder of participation,discourse power inequality;The government level includes the objective existence of government officials’ political participation in politics, the government officials’ ability needs to improve,the system and operating mechanism of participate in politics in We Media is weak;The citizen level includes the awareness of participate in politics in We Media should be strengthened, the media literacy of citizens needs to be improved.In the sixth chapter, from the three angles of technical level, the government level, the citizen level,it proposed the development strategy of the public participation in environmental supervisionin the era of We Media.The technical level includes regulate participation process,pay attention to balanced development and reduce inequality of citizens access to information;The government level includes change idea, establish service consciousness, improve the ability and avoid "empty talk", strengthen the construction of system and mechanism;The citizens level includes face the political value of We Media, gradually enhancing the citizens’awareness of political participation, enhance political participation ability in the We Media,make full use of media resources,improve the citizen’s We Media literacy, consciously advocate the media culture and actively strengthen citizens’ moral self-discipline.In the seventh chapter, the paper gave a conclusion and prospect for the future. The advent of We Media Era is significant to public participation in environmental supervision.lt has provided a convenient way for the public to participate in environmental supervision, improve the public’s right of discourse and environmental supervision. At the same time, the process of environmental supervision in the era of We Media will face many practical difficulties. For this reason,We Media, government and citizens how to use this new platform to achieve the scientific and orderly environment and guide and foster the rational, healthy environment supervision is of great guiding role in China’s socialist democratic political construction, social harmony and stability.
