Design And Implement Of Online Registration System For New Commercial Housing

In the investigation and study visits to counties and districts, following are the issues found in Jiaxing’s current commercial Housing online registration system (hereinafter referred to as the registration system):standalone, un-unified and un-comprehensive.In respond to the instructions of State and Province government regarding accelerating the construction of information system of real estate market, the provincial housing department issued the document "Solution of Zhejiang Province’s real estate regulation and analysis platform", which clearly stated the task of building a "one database and three system" platform. One database refers to a complete, high-quality province level real estate database, which covers housing registration, real estate market, advance payments of commercial housing sales management and housing security, etc.; to build a city-based, city-country-district integrated system, where the city level database must be updated with province level database to monitor and manage the overall basic data and dynamic changes in the real estate market. Therefore, it’s necessary to build an interchanged, sharing and fully functional real estate market management information system to address the " standalone, un-unified and un-comprehensive" issues.This paper provides a solution to the problems mentioned above in current online registration system. Firstly, municipal administration departments reform the existing hardware, network and machine rooms to achieve network connections between housing administration departments of the city, counties and districts; open network ports and issue standards to be used for data transformation in web services. Secondly, unify the data standards, business system and processes. The registration system is SOA based architect. Along with SOA based dynamic buildings management and GIS technologies, the SOA based, integrated technology of GIS, MIS and OA systems, in the form of data service interfaces, the system will achieve the networking of housing statistics with the housing department of province, thus, paving the way of networking and sharing of data between the whole city and the housing department of province. Finally, collect the complete database table information according to the "real estate market information system technical specifications" to build a comprehensive business system. With the comprehensive business processes, this paper elaborates on each functional modules, such as new commercial housing contract template customization, contract signing, contract revocation, contract change, contract tracking, sales management, etc..The registration system will help the relevant government departments get the direct, comprehensive information of the real estate market to support scientific and wise administrative decision-makings; meanwhile it will help standardize the city’s housing transactions and data standards, effectively avoid the risk of housing transactions, and facilitate the market regulation.
