The Design And Implementation Of Government Information Publication Platform For Dongying & Its Districts

China attaches great importance to the government information disclosure work, as an important measure to promote the construction of sunshine government, honest government, and service-oriented government. Since the 18th CPC National Congress, the province and the country has greatly enhanced government information publicity, drew up a number of policy documents to create a better condition for the government information publication work. In order to promote the standardization, institutionalization and normalization of our city government’s information publication work, and based on the present situation of Dongying government information publicity situation, the thesis puts forward the construction of government information publication platform covering the city and all counties.First, this paper analyzes the background of the construction of the government information publication platform and main problems, introduces the advantages and conditions of Dongying City to promote the government information publication work in a high-level information development circumstance, deals with system demand analysis, focusing on function demand analysis of the main system and non-functional requirements, and gives a detailed description of the system requirements in the form of process diagrams and case diagrams, thus provides a guide for the construction of the Dongying City Government Information Publication Platform.Second, on the basis of needs analysis, the paper proposes a framework for the construction of the Dongying City Government Information Publication Platform, adopting the model of unified authorization, and multi-level management and approval. The Dongying Municipal Government serves as the primary node of information publication, while government departments as second-level nodes; counties and districts act as sub-nodes, self-managing their second-level nodes and ensuring that the municipal system can share county-level government information.Third, in accordance with the most popular, the most mature architecture and language, it determines to adopt advanced and stable development technology and architecture. It adopts the software engineering life cycle method, uses UML, Java programming language, B/S structure, Linux operating system and Oracle database. The system is designed from the two aspects of the foreground and background, illustrats the processes of active publication, publication by application and the suggestion box, designs detailed class diagram and conducts coding and function tests.Finally, the Dongying City Government Information Publication Platform realizes information acquisition, metadata management, information checkup, information publication, and also provides format, category, process, user rights, publication by application, statistics supervision, annual report, content exchange and learning. All the city and county level government organs carry out information publication by virtue of the platform, which also integrates information about key fields and online service items, to realize the timely handling of various types of government information and regular performance appraisals. It also establishes the warning mechanism of the validity of public information disclosure to ensure the effectiveness and standardization of government information disclosure.
