Recently, with the 4G (the 4 Generation mobile communication,4G) mobile communications licenses issued, a new round of communication network construction and upgrading of the boom is coming. Make full use of the limited spectrum and bandwidth resources to meet the growing network needs a challenge mobile operators and equipment providers face. To solve this problem, one approach is network planning.GIS (Geographic Information System) is a computer-based tool that can analyze and process spatial information, and set map visualization and has geographic analysis capabilities. GIS provides a wealth of geographic information for wireless network planning module,such as propagation model, simulation module.Content of this paper is developing 3D (three dimension) GIS under Unet(a wireless network planning software). Research methods is comprehensive overview and programming. Achievement is successfully developed 3D GIS for wireless network planning.Firstly, to achieve the 3D effect GIS, discusses the 3D in XNA (the 3D technology platform Microsoft released, is a amended and expanded version of the Managed DirectX) platform to achieve points, and then, with Huawei’s network planning, for example, describes in detail the development of GIS and its role in network planning, Finally, the successful implementation of GIS 3D effect and the improved alignment and outlook.
