The SCDMA network planning is according to cover area, user capacity, user density, user traffic load and the rate of lost call concrete specification, considered the spread characteristic, cover effect, installing debugging and operation maintenance and so on many factors, which ascertains base station distribution and installing position, thus realizes the overall system seamless cover in the assigning service area.In order to construct a low rate of the voice dropout, high rate of successful switch of the SCDMA network which is met with the customers' demands, at the same time reduce system costs as we as possible, and to solve some crucial problems existed in the wireless network planning, including signal blind spot, cover cavity, skip zone cover, Ascending-descending is not balanced, pilot frequency pollution, etc. The SCDMA' overall network organization and planning and actual project application of Gansu Province SCDMA network are introduced in the paper firstly. Next actual project network planning to Gansu Province prefecture is carried on according to great honeycomb COST-231-Hata model, actual network background and concrete telephone traffic model, determines the traffic load big region where the population is relatively crowded for the planning's main service area.In view of the fact that the SCDMA wireless access communications system is our country independent research and development and for the first time in Gansu, Sichuan and so on five provinces' commercial, the actual problem which the SCDMA system own existence each category of performance deficiencies, is solved gradually in Gansu's actual network planning and it obtains the promoted application. The paper has indicated the network planning method and the project application solved, which has the model significance to the later period's SCDMA network planning and the domestically produced 3G standard TD-SCDMA network planning.
