With the development of 3G and 4G technology, individuals and corporate bodies depend on modern informationization life deeply. Despite the base station is the most basic and important hardware for supporting the dissemination of information, the base station faces new challenges. The base station has the characters of huge quantity, wide distribution, spatial and geographical environment complexity and mostly unattended. Especially in some rural base stations, equipments often encounter failure and theft without maintenance timely. It not only causes huge economic losses for the operators, but also brings tremendous threat on regional communication security. How to manage all of the base stations effectively is a major problem of communication companies.In the background of the vigorous development of Internet of things, emergency management system of mobile base station based on Internet of things is designed according to the actual situation of base station monitoring and emergency management. Moreover, the overall framework of emergency management system and the software platform of the monitoring center are realized.This thesis first analyses the demand of emergency management system for mobile base station, and then gives the overall design scheme of system. The system consists of local monitoring center, base station monitoring units and the connection between them with communication lines. Each base station monitoring unit is the perceptual layer, which uses a variety of sensors to solve the access issues of base coordinate information, surrounding environment and equipment runtime status information. The transport layer combines wire communication with wireless communication. The communication between data acquisition node and sink node of base station is based on ZigBee wireless communication technology. The communication between sink node and Internet adopts GPRS wireless communication technology. And the cable network is used after accessing the Internet network. The application layer is the software platform of local monitoring center. In this thesis, the software platform is designed and realized. The software platform which uses B/S architecture, browses and edits basic geographic information in the network by the WebGIS technology. Oracle database is used to complete the data conversion, analysis, storage, integration, collaborative management and display. These processes gain the location information of base station and the real-time running status of each equipment. When the equipment failure occurs, the emergency management subsystem can restart the remote equipment and determine the cause of the failure equipment through the parameter analysis, so as to response to emergency plan timely and process the faults of equipment.
