With the rapid development of the mobile network, the requirement for the reliability of network is getting higher and higher. The department of the network maintenance needs the higher speed to respond to the exception of network, especially in the important festival. The Base Station Monitor System is the system which is used for enhance the management of China Mobile Company. It can be used as a method for providing the quantity of the network and make the attendant find the problems of the network in time.Based on the project background and the current status, the thesis presents the main problem which the project will solve and describe the requirement analyzing and designing. In this thesis, Tuxedo is used to achieve the communication and system function. BEA Tuxedo is used for developing and managing C/S architecture in distributed computing environment. It has the distributed event-handling and communication function, and provides many services to build, run and manage the application system. The developer can use it to build an application system which is cross-platform support. In the last of the thesis, it presents the testing method, procedure and results.In this thesis, The Unified Modeling Language is used for requirement analyzing and designing. The system is divided to four parts: Template management, Alarm real-time monitoring, Performance real-time monitoring and Property costuming. There is also research on the communication mode of the system.The first chapter of the thesis introduces the background of the system, the present status of the research in the world and the matter which the system has solved. The second chapter describes the functions of the system and analyses the requirement of the system. The third chapter of the thesis describes the design of the total architecture and establishes the architecture and function of the system. The fourth chapter of the thesis divides the function of the system and describes according to the structure graph and the relations of the classes. The fifth chapter of the thesis introduces the implement process of the system, the testing environment, the testing process and results of the test.
