The Research Of Public Service Performance Evaluation System Of Broadcasting And Television Industry

The indusrty of Radio and Television is an important part of Chinese public service system.As one of the most extensive and influential communication carriers, its functions of propaganda, education and supervision are so important for building a socialist public service system. Since the marketization in 1980 s,Chinese Radio and Television industry has always been seeking for a qualitative and quantitative performance evaluation system to regularize the market’s behavior.In this study,the author begins with the perspective of public service and relevant theories and methods of performance evaluation of public service, looking through the entire development process of Chinese Radio and Television Indutry.After analysing the characteristics of the indusrty, the author summarizes the old evaluation’s performance and problems.Learning from different theories of western developed countries,the studytries to set up both a new performance evaluation system for theindustryand a system for evaluating channels. To verify these systems,the author conducted a series ofsurvey and research in 3 CITYrespectively, and analyze the results seriously. The study intends to build such a scientific and rational performance evaluation system of public radio and television industry,to help the authority master the latest development of this industry accurately,therefore to improve the market management and to promote the healthy development of Chinese Radio and Television Industry.
