Cultural Rights Perspective: China Rural Radio And Television Public Service Inspection

Cultural rights is an indispensable part of civil rights.And fair is the core of public service. Because of the rapid speed and wide covering surface, radio and television play an important role in promoting the realization of cultural rights.Now cultural soft strength has become an important measure of national power. The end results of cultural soft power are enhancing the citizens of cultural literacy and ensuring their cultural rights.In China, peasant is the largest population. Because of their special status in history and economic, they have differences in cultural literacy and educational level from citizen. But peasant's soft power is inseparable with the national soft strength. Concerned about the cultural rights of farmers and enhancing their cultural literacy is not only the key to improve national cultural soft power, but also the government to fulfill its duty of public service functions.This paper describes the content of cultural rights, from the view of political science, sociology and cultural studies and demonstrates the relationship between the cultural rights and cultural citizenship building.Then based on the relevant survey data and reports, the paper demonstrates the current situation of rural radio and television public service, including the promotion and the lack of peasant's cultural rights.Finally, based on the lack of rural radio and television public service in protecting the rights of peasant culture, the paper proposes some countermeasures in order to talk over the path that boosting the peasant's cultural rights with rural radio and television public service.
