Human Resource Configuration is the core theory in human resource management. It is very popular and was study for a long time. But in the area of media industry in china, it is still in its early stage. In china, media control is pretty strict. Most of the major media groups are owned by government. In recent days, these medias, mostly radio & television group, are reformed and change to modern enterprises. They are eager to find a systematically solution to leverage the modern human resource theory into their historical organization, and became competitive in new media environment. It is the major research topic of this paper.There are 4 part of this paper. Part I give a briefly introduction about researches of human resource configuration in media industry. Then it introduces the core structure and research methods of this thesis. Part II takes Guangdong radio broadcasting & television station as research object. Through lots of interviews and documents study, it shapes out the major challenges and identifies the problem domain. In Part III,it try to summarize the major reasons for our challenges. They are grouped into four major dimensions, system, position, dynamic and bottleneck. Part IV is about analytics and solutions. Based on the above background research and case analytics, it presents a solution of four major designs. They are strategy design, position design,high-level staff and low-level staff management design. We try to make it a general solution for all the nation-owned media groups in china.
