Promoting market-oriented process of cultural industries ceaselessly and establishing thecultural management system and operating mechanism in accordance with China’s socialistmarket economy is one of the important targets of cultural system reform in our country.Media industry is part and parcel of cultural industries in our country and the requirements ofcultural system are also naturally appropriate for the reform of the media system, what’ more,China’s media industry makes a lot of attempts and efforts and obtains excellent results on theway to the market-oriented process. And the reform of the media industry collectivization canbe regarded as a milestone in the history of China’s media industry reform, however, due tothe fact that instead of market competition, the government drives the establishment of thesemedia groups directly, there are a lot issues exists in their development, such as, the inabilityof achieving cross-industry and cross-regional development. The ultimate reasons are thechaos of property rights in media group and the imperfection of modern property right systemand reasonable corporate governance structure.In this paper, the author attempts to explore a suitable development path to our nation’smedia property right reform with Chinese characteristics. The basic ideas of this thesis arefollowed. First, there is a detailed conclusion and description of some fundamental theoriesabout property right, ownership, property right system, and media property rights system andetc. Then, there is an exposition of the current situation of the media industry property rightsin our country and an analysis of the necessity of the fact that it calls for property right reformin the media industry market-oriented process. The shackle of status quo to the developmentof China’s media industry property and the transition of domestic and international mediaenvironment are the main motivation of property rights reform of the media industry. Thefourth chapter discusses the classic case of media group practice in the reform of propertyrights, whether success or not, there is a profitable reference function of the valuableexperience about attempts and efforts which made by the media groups in the reform ofproperty right. At the end, the author thinks deeply on the property rights system reform ofChina’s media industry, and puts forward specific measures to deepen the reform of mediaownership.
