China has entered the risky society with many social problems. The local Party Newspaper and the local government are the core to handle and manage local crisis. Its role in local crisis communications is a problem worth studying.This paper has five chapters. Chapter one introduces the background and significance of the research and reviews the relevant existing researches. Chapter two focuses on sorting out some basic concepts of local crisis and local crisis communication, compares the different characteristics between local crisis and other types of crisis, and analyzes the five core elements of information source, information, information channel, information sink and effect for the crisis report in the local Party Newspapers. Chapter three analyzes detailed cases of local crisis communications. The author chooses three cases and they are Xingning City Daxing Coal Mine Major Water Inrush Accident familiar to the author, Xiao Yueyue incident famous in Guangdong Province, and the recent stampede in Shanghai Bund. The author has analyzed the whole process of crisis communications, analyzed in detail the practical application of agenda setting, analyzed the result of the communications strategy of striking terror in people’s heart, and observed the real process of rumor emergence. Chapter four focuses on the practical problems in the local crisis communications and points out the secondary hazards caused by improper crisis communications report. Chapter five clarifies the position of local Party Newspapers in crisis communications, puts forward some universal report principles and communications strategies, helps the local government and Party Newspapers to effectively guide opinions and pushes forward the proper solution of local crisis.
