Research On The Public Crisis Reports Of The Local Party Newspapers

The rapid development of modern industry had led the world into a high-risk situation.Kinds of factors,like ecological destruction,diplomatic friction,religious conflicts,territorial disputes,etc.making public crises occur frequently.In such an international context,Chinese society which is in the period of transition has gradually entered into a peak of various crises.The "SARS" of 2003,"3 · 14 Tibetan vandalism" and "5 · 12 Wenchuan earthquake" of 2008,"Oriental Star tourist ship overturned" of 2015,all these public crises brought huge losses to people's lives and property security,and disturbed the normal social order in a serious way."Being in crisis" has gradually become a social norm.How to deal with these public crises actively and effectively,and minimize their negative impacts have become a very important social issue.The local party newspapers are important part of the government information dissemination system.They can play an important role in conveying information,satisfying the public's right to know,guiding public opinion,stabilizing social mood,and connecting the government with people in public crises.During the press reformation of the past decades,the local party newspapers have experienced three different stages: the turnkey marketing in the period of the planned economy,“the state-owned and enterprise management",and the turning up of newspaper group.They have been docking with the market gradually during this process,and beginning to explore their own commodity attributes.However,when compared with the central party newspapers,the local party newspapers are at a disadvantage,no matter in the talents,equipment,economic strength or market range.And when compared with the market newspapers,the local party newspapers must put the policies of the state in the first place and can not cater to people's information needs sedulously because of their "mouthpiece" role.All these factors also make the local party newspapers in a disadvantage situation.In addition,the emergence and rapid development of new media are squeezing the living space of the local party newspapers in a further way.Pingdingshan Daily,which is created in 1958,is the official newspaper of the Pingdingshan party Committee.It has always aimed at serving the government and the masses.In the daily reports,it both stays in step with the Central Committee and pays attention to the local economy,culture and people's livelihooddevelopment.In 2010,a coal mine exploded,which left 47 people dead.In 2015,a nursing home caught fire,living 39 people dead.Pingdingshan Daily gave attention and coverage to this two local public crises.This paper takes Pingdingshan Daily as an example,focusing on its reports of this two local public crises.And this paper,finally,use the knowledge of sociology,crisis management to define the concept of public crisis,and pointing out the fact that public crisis has become a social reality which requires the government,the media,the public to deal with in a positive way;secondly,use the knowledge of journalism to outline the local party newspapers' origin and development process,and introduce their current existing situation and the new media challenges being faced;thirdly,use the content analysis methods to study the reports of Pingdingshan Daily,and comparing with the reports of superior party newspapers,city newspapers,and portal sites;finally,use the qualitative and quantitative analysis methods to analyze its reporting features and problems,trying to put forward corresponding countermeasures and suggestions problems for the long-term development of the local party newspapers.
