| From the condemnation of Chen Yongzhou and the sentence of Guo Zhen Xi, to the exposure of the 21 st century network news extortion case, the "news rent-seeking" phenomenon in our country and its vicious interaction effect are infiltrated into many fields, such as newspaper, television, and Internet. A number of news rent-seeking formats including advertising news, traveling expenses, royalties, paid supervision fees, and so on ferment continuously, presenting a trend that developing from personal rent-seeking to organized rent-seeking. Therefore, the media, as a "social justice", is get into the paradox that “power in the left hand and profit in the right hand”, and its credibility is greatly reduced.Based on the above media ecological environment, this paper firstly studies the historical evolution of the Chinese news rent-seeking, analyzes the form and source of current news rent-seeking through some cases, investigates the nature from the vertical and horizontal angle of news rent-seeking phenomenon, and lastly looks for a solution in the aspect of government regulation. The failure situation in news rent-seeking of government regulation is interpreted through the text and case. Moreover, this paper combines with the above media ecological environment, and discusses how to draw lessons from the advanced experience in foreign news councils, peer criticism, the construction of professional ethics, in the special context of China. At the same time, based on the constitution, explore the media regulation mode with Chinese characteristics, which can clear the border between power and responsibility, prevent the alienation of news reports, and also make the Party control media further standardized and institutionalized, from a previous cycle short, casual and changeable regulation to the objective quantitative and predictable regulation, gradually making the transition from control to governance.From the perspective of industry regulation, the absence of property rights, as well as the diversity of news people identity, make "internal control" in news rent-seeking inadequate, and also hinder the perform power of "paper decree". Although the media has economic human attributes, its corporate governance structure is not perfect, which resulting in that the "news rent-seeking" exhibits a similar complex forms with "state-owned enterprise corruption". So the government regulation in news rent-seeking must be aware that "a loose is random, a control die", and can refer the state-owned enterprises reform experience to carry out media reform. Under the premise of grasping public opinion direction, clear property right subject, improve employee stock ownership and professional manager system, and achieve the double consideration between social and economic benefits of media.From the multiple perspectives, such as politics, economy, culture, society, this article analyze the reasons of news rent-seeking and the difficulties of the government regulation, and propose relative comprehensive countermeasures for the access and exit mechanism of reporter, the pilot public media, the reform in media modeled after state-owned enterprises reform. This article has a certain forward-looking and practical relevance.In the period of the big changing in China media, the value of the media needs to rebuild, and the journalistic professionalism needs to return. Only making news return to the nature of people’s speech freedom, can truly push our news media into "supervision by public opinion, mouthpiece of crowd, government mirror, premier reform". |
