Study On Media Rent-seeking Phenomenon And Governance In The Field Of Radio And Television

Recent years,many cases of corruption appears in the field of radio and television not only at local TVs but also at national TVs,which exposes the rentseeking disorder in our radio and television system.Rent-seeking activities in the field of radio and television are acts that radio and television workers use the power resources in their hands to conduct political or economic transactions,thus damaging the public interest.This paper takes 158 radio and television rent-seeking cases as the research object,and reveals and presents the characteristics,distribution and regularity of China's radio and television media rent-seeking.The study found that: The number of people involved in provincial-level radio and television rent-seeking is the largest among the central,provincial,prefecture,and county-level radio and television.The level of the personnel involved is mostly the first-line editorial staff or the leadership position;The number of rent-seeking cases increased sharply after the 18 th National Congress,and the cases of radio and television rent-seeking in Jiangsu,Anhui and other places were concentrated.As a multi-sectoral and multi-level operation system,radio and television are frequently rent-seeking in the fields of film and television procurement,advertising management,engineering construction,news acquisition and editing.Radio and TV rent-seeking cases involve a large amount of money.Most of the people involved are sentenced,and most of the convictions are bribery and corruption.One-dimensional system and two-dimensional operation,the lagging of law and administrative supervision,the bad atmosphere in the period of social transformation and the weakening of professional ethics of practitioners are all the important reasons for the rent-seeking of radio and television media.Radio and TV media rent-seeking has a great "negative externality".Only by establishing and perfecting the legal system of radio and television in China,perfecting the industry supervision mechanism,standardizing the competition environment of radio and television market,and promoting industry self-discipline,can we reduce or curb the rent-seeking of radio and television and promote the healthy and orderly development of radio and television in China.
