With the rapid development of our society, there frequently occur public safety emergencies. As an important force in the maintenance of social order, the community security patrol team, based on their own function, need to strengthen the research of social order maintenance theory and methods to enhance the actual fighting ability of handling emergencies under the conditions of informationization.Collaborative patrol can be applied to the community security teams, the police and the Armed Police on duty.At present, there are still some obvious shortcomings in practical work for the action of collaborative patrol. It can be shown from the following two sides. First, the situation perception ability is not formidable. It is difficult to close to the task of the disposal of mass incidents to provide a whole, real time situational awareness support; Secondly, the multiple incidents disposal coordination ability is not strong enough. It is hard to optimize the allocation of troops for each incident because it lacks the strategies of distribution and deployment. To solve these problems, this paper aims to develop a mobile application system with the name of CoSense which can support collaborative perception. It can be used in the action of dealing with the group events as well as the emergencies. The contents of this paper are as follows:The first part comprehensively introduces the relevant technologies to develop the system and the development environments, which include the mobile collaborative sensing technology, location based services, mobile social networking, the key technologies of Android development platform and the visualization development techniques based on Google Maps.The second part is about the systematic analysis and detailed design. It describes the implementation process function module through software engineering methods. The system has the function modules such as “login”, “register” “positioning”, “marking information”, “query”(including queries by time and by location) and “user interaction”.The third part is to design a variety of types of labels which is related to the patrol in the task area such as the explosion event marking, parachuting event tagging, fire event marking, etc. And we achieve the map labeling and information query based on Google Maps. In aspects of space domain coordination, we design the key algorithms, specifically including spatial domain collaborative process, collaborative moving process and collaborative commands Response process. And its implementation and verification prove to achieve the purpose of co-processing tasks with space domain sensing.The fourth part is the implementation of CoSense system. It includes the basic modules of the system, the module of users’ getting the service and user interaction module. And we also test the CoSense system. Through the experimental tests of the functions such as “registration”, “login”, “query”, “marking” and “collaboration”, we complete the basic and necessary functions of the CoSense system.Based on the above work, we design and implement a mobile application system which can support task area collaborative awareness. The CoSense system has the basic function of handling emergencies thought time domain and space domain collaboration, to meet the needs of situation awareness and tactical cooperation in community security patrol team on duty.
