With the gradual development of the bonded port logistics and monitoring scale, the Customs Department proposed new requirements of the information system and service. In some capital city, an old logistics monitoring system is no longer adapt to the increasingly changing and complex logistics business. The problems in the system contain: business is chaotic, system is difficult to maintain, unable to respond to business change, old system architecture can not support the new bonded business, and so on.On these problems above, this paper uses SOA technology and contains re-design and implementation of the old bonded port logistics monitoring system, focuses on system architecture and design, and describes the implementation, and testing, application. The system has been put into trial operation of the bonded port area, the operation showed that the system is feasible and effective.Compared with the similar logistics monitoring system, the paper of bonded port logistics monitoring system contains following features:(1) SOA(Service-oriented architecture), makes the service registration center UDDI(Universe Description Discovery Integration), ESB(Enterprise Service Bus), and BPM(Business Process Management) technologies into the bonded port logistics monitoring system technology framework, so that chaotic architectural pattern of the old system become clearer. This improves the stability and performance of the system, and supports system performance monitoring, parallel processing of business functions.(2) In the old system, each business function module in business layer was refined and packaged as high cohesion and low coupling, independent reusable business services, which were classified(such as document services, storage services, the middle layer data validation service, alerting service, 3D display services, etc.), registered to the service registration center for centralized management. Application showed that the average business services reuse rate system increased to 73.5%.(3) Through visual business modeling, business can respond flexibly to changing the bonded port area, business people use business process designer can change business processes without programmer involvement. The application shows that the system software maintenance costs 76.3% less than the old.
