With the rapid development of telecom network, changes have also occurred to a lot of aspects, such as operation management concept, quality index standards, management organization framework, and project flow links, etc. In the aspect of network quality management, the difference between network quality and user perception is continuously enlarged, and traditional quality standards and management mode are not applicable to the implementation of new projects any more because of the continuous expansion of quality index scale. When faced to users, what kind of standard network the operator should provide and how the operator can guarantee the network quality have become the main concern of all telecom companies.The paper comprehensively studys telecom network quality management theory, deeply analyzing the actual situation of current telecom project quality management, and constructs the network quality system for the core network(Based IP Carrying), by referring to the internet network layering model theory. Analyze and verify the relevance between “network-business” quality via flow analysis method and factor analysis approach, and formulate quality index standards. Apply project management methods and tools including WBS decomposition method, Gantt Chart, flow chart, and responsibility matrix by combining telecom project characteristics and layering features of network quality system, to draw up implementation process and testing scheme for core network EO IP project, and ensure the appropriate convergence between project cutover stage and operation maintenance stage, and the smooth completion of project.As a whole, In the aspect of telecom network quality management, the paper constructs layering network quality index system for that the original quality system does not apply to the emerging network, and applies it in the formulation of network quality standards, formulation and implementation of IP project implement scheme.
