| In recent years, with Ministry of Education’s proposal and the increase of funds for scientific research, departments in charge of education from different levels all set up special funds to support basic scientific research in local colleges and universities. College Natural Science Fund, established by the provincial units, is to promote the development of basic natural science research in colleges and universities. Through years of implementation, College Natural Science Fund has got obvious effect on the progress of basic research in colleges and universities. With the facilitation of educational departments, there has been a steady increase in College Natural Science Fund and its support for natural science projects. However, it also has brought great challenge to the educational departments’ work of fund management and approval. Thereby, it is an urgent problem to be solved by setting up Provincial College Fund Management System in information-based ways, to improve the efficiency of project management.Effective management of Provincial College Fund Management System project is the foundation to ensure the smooth implementation and the high quality of the project. Based on this background, this dissertation presents the design and analysis of Provincial College Fund Management System. Firstly, it analyzes the demand of the project and creates a general planning. On the basis of the general planning and the demand, this dissertation ascertains the contents management and scale management of the project, draws up the specific project contents management plan and scale management plan, and decomposes the projects’ work in detail by using the knowledge of project management. After work decomposition, this dissertation analyzes the progress control and the cost control of the whole project, and makes specific progress and cost control plan. The dissertation also analyzes the factors which may destroy the progress and cost control during the implementation of fund management system project, makes countermeasures on the influencing factors, and designs the concrete method of progress and cost control. Lastly, it completes the management of the whole Provincial College Fund Management System project, and proves the reliability and effectiveness of the progress and cost control plan for Provincial College Fund Management System project. This management plan can guarantee the project delivery with high efficiency and quality.In short, this dissertation proposes a scientific and impactful management method to the implementation of Provincial College Fund Management System project. This management method makes use of project management theoretic knowledge to provide credible project progress and cost management for the project implementation, which ensures the whole project to be put into service successfully in according to the expectant target and plan. |
