In recent years, with the continuous development of digital cable TV, cable TV network of the Nanjing continues to grow in the higher business content and diversified business model. On the other hand, the new situation in terms of growing customer base and higher customer service presents a serious challenge to the network development. The unclear network resource and the backward of the network resource statistics analysis mainly due to the human error, document management and non-standard cable TV network resource management, especially when there is personnel adjustment and the work is not proper transferred, which makes the preparation of the cable TV network construction facing chaos and confusion. Construction and maintenance costs increasing as well. It cannot satisfied the needs of the cable TV network department for network management, construction, and maintenance. On the premise of the rapid development of information technology, GIS technology has been already quite mature. Choosing GIS technology to build a cable TV resource management becomes an inevitable trend. Current cable TV industry is moving towards digital TV industry, carrying business from a single broadcast TV services to multi-service. Cable TV is gradually become urban information terminals. Therefore, as a radio and television administrative departments, they must focus on internal management construction, build an effective information management system, improve the shared utilization of the information resources and provide rich information resources and fulfill the community to provide information services to the society.Based on the use of GIS technology and its powerful features, this assignment researches and builds a centralized network resource configuration management system, construction of the system will optimize allocation of network resources of the Nanjing’s cable TV network, improve the network resource management of information technology application environment, reflect the real-time status of network resources, and support leadership’s management and decision-making.This assignment aims to explore and implement the GIS-based resources distribution management. The system adopts GIS-based spatial database technology, Web GIS technology, plug-in technology, workflow technology, Hibernate technology, Spring development framework, which closely linked with cable TV service. The construction of the system will combine several aspects including the Nanjing cable TV network map management, fiber optic network resource management, broadband network resource management, network maintenance, operation decision-making, integrate the resources effectively, and improve management level of the resource schedule and maintenance. The GIS-based broadcasting network resources distribution system will help the management level to grasp the network construction of the whole province and the trend of the network changes, and also provide the decision-making of the network construction of Jiangsu Province.
