The Presentation And Evolution Of Frame——the Expression Of The Reports On The Right To Express From Southern Weekly(2003-2012)

After the concept of "the right to express" was proposed in the16th national congress of Communist Party of China, the report to the 17th National Congress of the Communist Party of China also stressed to "safeguard the people’s right to know, to participate, to express and to supervise". However, it is still rare to debate over and cry for freedom, even to seek for legal protections. The academic study can’t keep up with the document of CPC. In contrast, it is ten years ago when "the right to express" was reported by the media.The right to express in China has a dual dimension. The first dimension refers to the right to express in the real world. In the past ten years, more citizen rights have been protected. The number of public events involving the right to express has increased. Social recognition gradually improved, with the citizen’s awareness of speech and right increased. The second dimension refers to the right to express presented in the "news truth". Based on the idea of press freedom, the media traces the origin of the right to express, and discusses how to achieve it from the public events. Views presented reflect the real world. With the two dimensions interacted, they are demonstrated in the news report.
