With the promotions of ‘triple play’ and new media, traditional radio and television enterprises start to use IP-based technology and change their business directions to the Internet. The Network Media Centre of Sichuan Radio and Television, the operator of Sichuan Province integrated IPTV broadcasting control platform, found the current media resource platform included many issues. Such as a lack of media recording, hard for editing process, difficult for original content publishing, and so on. It has been unable to meet the new situation in the media the integration of media resources capacity needs. Therefore, the new media resource platform project has been in progress.The project hopes to unify hardware and network design, to change the traditional approach, integrating software and hardware resources, to achieve the following capabilities : 40 SD and 20 HD programs media recording; 10 content processing client, which can supply 10 editors work together, not less than 200 hours content to be published per day; provide not less than 10 hours national satellite television programs and localvideo &radio program contentper day; national satellite television news broadcast for 30 minutes to provide fragmented content retrieval; no less than 100,000 hours of video content, 1,000,000 video entry and related graphic content content management capabilities and distribution capabilities.This thesis works for the above objectives. The main object of study is new media resource platform structure design and implementation, design of the platform, workflow design, equipment selection, code realization of a more detailed study and discussion.In this thesis, we did the system main designbased on requirement analysis, and then the modules design and detail design, at last we did some tests and analysis.With the work of this thesis,SCTV new media business has been provided an important supportfrom the material gathering toproduct distribution in the processes. And also explore a viable way for SCTV in the new media resource construction.
