According to the development trends of the telecommunications’ requirements combining traffic management, in this paper, the main work is to develop and construct the platform that support 3G operations. The platform is based on customer segmentation, provides functions of terminals, network, tariff, support, content and Multifaceted comprehensive services to customers, and as traffic analysis platform for provincial telecommunications sector. It is as a business work flow support platform, mining user preferences, multi-platform data integration to provide decision statements, business marketing push and strong support for the development of telecommunication services in 3G era.The main goals of traffic operations supporting platform are as below: Create a user behavior analysis and application of Internet marketing platform; analysis to the user internet access behavior, master user habits preferences, locate the user demand for mobile Internet accurately, expand meticulous traffic management to promote the value of traffic; implement the Automatic classification for hotspot information gathering on the mobile internet, integrate high-quality resources, and then enhance 3G user activity by spreading different strategies for different users; support full channels to traffic management, create propagation mechanism between users, then extends the scale of traffic. Research traffic’ connotation, establish and enrich traffic analysis topic on mobile internet to provide scientific reference in traffic management work.The system adopts B / S three-tier architecture model. In the development and implementation progress, determine the requirements of project firstly, generate explicit System requirements specification, then according to requirements, determine system architecture and system design goals. In the next, take the detailed design for system functions, such as Data query, SMS group sending, report design and so on. Prototype Design is used in system design, develop the system prototype rapidly, then use iterative design. In the paper, introduce the development trends and necessity of the current traffic management firstly, and some related technologies, frameworks. In the third part, focus on requirements that user proposed. Then start module division and system design, giving the realization of system. At last, make a conclusion and point the following works.
