With the quick development of Information Technology, it general is concerned around the world. And becomean important force to promote economic and social changing. Based on this context, the Guangdong Provincial Department of Transportation begins a research about the heterogeneous integrated collaborative platform between the development offices in Guangdong Transportation. This platform through the core of the electronic document exchange platform, integrated Guangdong Provincial Department of Transportation, the Office of the key units directly under the two types of transportation industry department heterogeneous OA system, file management system, and the use of information security system to ensure the security of e-government to build an integrated, scalable platform for new paperless office.With the quick development of Information Technology, it general is concerned around the world. System uses.Net development platform, relying on XML data exchange mechanism, through WebService technology, relize the system.In the system design process, the application design based on UML model object. After the status of the unit inside the office, a lot of research and analysis, the system focused on solving the proposed multi-tier architecture design patterns,and used UML for the modeling the key modules. And the database was modeled and analysised. Finally, through the exchange of standardized documents, based on Hibanet engineering design patterns underlying basic design package. some ideas were designed and implemented to achieve through a third-party professional testing.The system completed the use’s needs. And the first design goals was arived.And for the realization of the province ’s transportation heterogeneous cooperative office platform was foundation.In this dissertation, the system of exchanging of electronic document exchange has highly humane, friendly interface, easy operation. The system is stability and scalability. The system becomes true in the exchange of electroric document between offices.The system approves the management scientific division and planning. The system improve the govement’s decrees. And also provids help and reference for the development of the similar e-government system.
