In the process of integral translation of digital television, the interactive operations will increasingly adapt to the needs of users’ actions.The popularity and application of VOD system can bring significant benefits for operators and reduce customer churn, which can lead to an advantage in competition with Telecom’s IPTV.Radio and television operators which take VOD as an important means can use more advanced technology platform of VOD, constantly enrich the product range and program resources, and adopt effective marketing strategy to gain more benefits.This article designs a new way of VOD program on the basis of IPQAM, which also partly refers to the framework of NGOD2.0. The scheme incorporates Conditions Settlement System(KingVonCAS), users’ management system, supporting EPG systems, data broadcasting system, the stock system and VOD system which form an overall solution of digital television with independent intellectual property rights.VOD system framework mainly includes: Content Indexed subsystem, user access subsystem, video servers, time-shift servers, backstage management subsystem, IPQAM and STB(Set Top Box). The main contents of this article include:1. Describing the basic theory NGOD2.0 framework, its components classification and interface definitions;2. The overview of the VOD system design which is based on IPQAM and detailed explanation of the control center, video server design;3. The test case of the VOD system which is based on test IPQAM; the features and summary presentation of the system.The VOD system has practicability, progressiveness, safety, controllability and other advantages. The VOD system version uses a low-cost solution for IP-based network + IPQAM, and the backbone network uses IP networks for content distribution, which is divided by the front hair under existing HFC network media streaming, breaking the bottleneck of the network bandwidth, and the request of the information returns via an IP network by two-way set-top box.The modular system design, good openness and scalability support system functions, scale smooth expansion, centralized deployment and distributed server deployment. On the other hand, it also supports the coding standards such as MPEG-2, MPEG-4, H.264, AVS and so on. The development of the system follows the international and national standards, such as ISO, ITU-T, MPEG, DVB-C, etc. And it provides a standard open protocol interfaces for third-party set-top box manufacturers transplant.
