In the background of the modernization of the State Information, the road traffic management information technology achieved significant results in the period of “11th five years”, meanwhile the construction and application of road traffic management had been intensified. In the period of “12th five years”, the requirement of road traffic management increased continuously. And some questions appeared because of the amount increasing of vehicles, the enlargement of traffic jam range, the increasing appearance of traffic accident which like the infringement of the traffic rules. The answer to deal with the questions mentioned above should be focused.To solve the problem, the road traffic management system is approached in this paper. Based on the core business of road traffic offense information management, the system is designed and developed in order to deal with the offense information quickly, promote the efficiency of the government and the phase of information construction. Compared with traditional system, the system approached in this paper can store more data and do the simple business. The system also has the advantages which such as searching more quickly, simply maintenance, lower cost and more efficiency. According to the research on the requirements of the road traffic offense information management domestic and overseas, based on the theory of software engineer, there are four phases across the whole system, which are requirement analysis, system design, system development and system test and maintenance.The B/S architecture is adopted in the system. Java language and platform is the main development language. The Spring Framework is used in the system to manager the objects, and the MVC pattern is adopted to make the system development easier. Some popular frameworks in the layer of data persistence are adopted in the system, for example, Hibernate and Spring Data JPA. The database in the system is MySQL. Meanwhile the web server is Tomcat, which is popular in the open source world.The modular design is adopted in the system and the whole system is divided into four modules which are offense management information module, offense business processing module, information statistics module and system management module.According to the tests, the system is suitable for the requirement of road traffic offense management and solving the problem in the areas such as big data, low efficiency of processing. The system provides the real-time information service for the people among traffic officials and the drivers.
