We have an analysis and design to system design ideas, the overall structure, the main modules and the database. We focus on design and realization of "document management" functional modules for managing simple penalty decision, coercive measures certificate, processing notices, illegal parking notice, achieve the functions that issued, police requisitioned instrument check,the instrument void, the instrument back,undo requisitioned, undo void, which realize the instrument classification management, improve work efficiency. We design a "business processing" module function, including general procedures for inquiry, the general procedure, inform by the electronic monitoring treatment, notification of electronic monitoring process, electronic monitoring processing (Points), monitoring treatment (no points), detain goods handling, collection goods handing, certification withheld and return, remote data verification, recalculation of points status, etc.Through the development and application of traffic offense information management system, we achieve computer management of public security traffic management department about motor vehicles, drivers deal with traffic offenses. providing timely and accurate records of motor vehicle offense, driving penalties and the relevant score information for vehicle administration department; at the same time, providing a rich and flexible data integration query capabilities to meet the various departments at all levels of information sharing requirements and ultimately achieve the purposes that traffic management departments can improve law enforcement levels and service capabilities.
