As the comprehensive national strength grew and the globalization of the world economy advanced, the international influence of China is increasing, more and more foreigners want to learn and understand about China. On a world scale, there is a "Chinese fever", the number of people learning Chinese as a second language has been rapidly on the rise. At present, learning Chinese as foreign language tools include Chinese language learning software and Chinese learning websites.As a computer-aided tool, Chinese learning software brought great help for language learners with friendly operation interface, fast response speed and so on. However, the current Chinese learning software have these following shortness: firstly, the number of Chinese learning software is very small and most of them are non-free software; Secondly, most of the existing foreign language learning software are based on c/s structure, this system not only need high maintenance costs, but also have difficulties in update, and the same learning content could not offer the personalized learning. As a learning tool, Chinese learning website is evolved as the popularity of internet; the advantages are not limited by space and time, resource sharing and update timely. However, Chinese learning websites have currently following problems remain: first, pay more attention on learning content but less on the design of the learning environment; Second, the lack of communication and feedback between learners and collaborators, resulting in learning outcomes can’t receive timely testing and improving. This research based on the advantage of current Chinese learning software and Chinese learning website, contrapose the shortness, based on the “immersion” teaching theories, using JavaEE platform, design and implementation the Chinese learning systems for foreigners based on b/s structure.First of all, the research based on current Chinese learning situation, based on the "immersion" teaching theories, this research showed a full and detailed needs analysis of Chinese learning system and divided this system into different functional modules.Secondly, the main part of the papers given design and implementation process of the system, described the outline design, detailed design and implementation of the main functions of the system module.Finally, this research given a practical test of the system and analyze the results. At the concluding section, the research illustrated the strengths and weaknesses of the system, and given the corresponding improvement of deficiencies and the future prospect of the system.
